In spite of the incorrect piping plans supplied by the city's Engineering Department, Bill was able to locate the shut-off for my service (which was buried under several layers of asphalt), do the excavation, and replace my lead pipe with copper. I hired him without getting a second estimate because I was impressed by the work he was doing for my neighbor, because a different neighbor told me his price sounded reasonable, and because the staff at the Engineering Department said that he was a "good guy" and in fact did some work for the city. I gave him a "B" rating on Price because he never mentioned/offered his 10% Senior Discount to this 75-year old lady."
