You can often fix an air bubble by cutting a tiny hole in the bubble with a very sharp knife, using a glue syringe to inject some adhesive behind the bubbled portion of paper, and then using a wallpaper smoothing tool to push the bubble back onto the wall's surface.

While peel-and-stick wallpapers require no time to cure, the adhesives for other types of papers will take a day or two to dry and up to three weeks to fully cure. The differences are the type of paper, the type of adhesive, and the humidity and temperature in the space. 

You should always use a primer before painting over wallpaper to help the paint adhere correctly and get a good finish. Not all wallpaper can be painted over, so do a test patch in an inconspicuous area before painting an entire wall. If the primer and paint don’t adhere, you’ll need to remove the wallpaper, prime the wall, and then paint.
