I run a small business focusing on quality. I generally have two helpers and do one job at a time. I ask for the customer to advance money for materials only and the balance of the job quote on their satisfaction of a complete job. Yes, cinder blocks must be primed before painting. Without primer, your paint won't stick to the surface of the blocks.
