The fastest way to remove wallpaper is usually to spray the paper with a mixture of hot water and either vinegar or dish soap, let it soak in, and then scrape off the wallpaper using a putty knife. If you can already see the texture of the existing wallpaper through the layer of paint, then the texture could also come through the new layer of wallpaper. If that’s the aesthetic you want, then proceed. But if you want a smoother surface, you should either strip off the existing paint and wallpaper or hang a layer of liner paper before proceeding.

You’ll need to wash the walls to remove wallpaper adhesive residue after removal as part of the prep process for painting or rehanging wallpaper. Old adhesive can cause texture issues and prevent paint or wallpaper from adhering properly to the wall’s surface.

While it is possible to paint over wallpaper, it’s not always ideal. If the wallpaper is firmly adhered, has no bubbling or peeling, and isn’t textured, you can try to prime and paint over it. Use an oil-based primer to prevent the adhesive from bleeding through. However, if the paper is damaged or loose, removal is the better long-term solution.

Rubbing alcohol may help dissolve stubborn wallpaper adhesive that remains after removal, but be sure to apply it carefully to prevent damaging your walls. Apply a small amount using a cotton swab or pad, then gently scrape or wipe the adhesive away.
