Yes, if you “paint” or brush a freshly cut stump with a specialty herbicide containing glyphosate within five minutes of cutting the fresh surface, the stump will soak up the herbicide and prevent new growth. One application often works, but you might have to re-paint two to four weeks later if you see growth.

Some people prefer to leave or even carve a leftover stump, but we recommend removing it if possible. You can often dig out smaller trunks with a shovel once they have died and dried out. You can have stumps professionally removed, or request a service to grind them down to ground level so they can be replaced with other landscaping or objects.

The most common alternative is burning the stump first, then dealing with the cinders and ashes. As you can imagine, this option creates fire hazards, especially since roots can burn underground, hidden, for long afterward. It usually takes months for a stump to start falling apart with such treatments, and in the meantime, it can be vulnerable to rot, insects, and other problems.
