Painting a wall involves multiple steps. First, clean and sand the wall to prepare the surface, then tape off any areas where you don't want paint to go. Next, shake or stir the paint in the can, then pour it into a tray. 

Dip a paintbrush into the paint can so that half of the bristles are coated. Use the brush to cut in or make a frame around the edges of the wall. Then, roll the paint roller in the tray, ensuring that it is evenly covered in paint. Roll the paint onto the wall in an "M" or "W" formation, making sure the paint is applied evenly.

A combination of different things will give you the smoothest paint finish. Cleaning properly, sanding, using the right paint and paintbrush, straining the paint, and using select paint additives will all contribute to a smooth paint finish. If you’re not confident in your DIY ability, you can always hire a local interior painter to do the job for you.

You shouldn't paint a metal fence. Painting doesn't necessarily damage a corrugated metal fence, but these types of fences are meant to flex, and paint can easily chip and break off. Latex paints can address this issue, but those tend not to be very weather-resistant. Certain paints can trap moisture in the corrugation, which can rust the metal and lead to corrosion. You can paint over plaster, but repair any damage to the plaster first, or the paint will crack and bubble. You should also prepare the surface of the plaster to accept paint, which gives your paint job the best chance of looking good and lasting a long time. Before applying the color you want, apply a coat or two of primer. Additionally, use latex paint, and choose a latex paint with a satin finish for areas with dampness, like bathrooms.

You can paint an old wooden fence, but make sure first to do a deep clean (ideally with a pressure washer) and inspect the fence for any existing damage. Painting over dirt and debris will cause your paint to peel. Once you’ve cleaned and repaired any minor issues, use a primer and high-quality satin paint.
