If it does have paint residue, you may need to remove the mist coat and try coating the plaster again with a different ratio of paint and water.

Sanding stair treads creates fine dust that can settle on freshly painted surfaces and interfere with adhesion. Plus, refinishing involves heavy foot traffic, equipment, and potential splashes from stain or sealant, which can damage new paint. By tackling the stairs first, you reduce the risk of damaging painted walls and can more easily tape off and protect surfaces during painting.
