You can put new shingles over old shingles, but most municipalities only allow for two layers of shingles before you have to rip off the old roof and start fresh. Most Cape Cod houses are two stories tall at the peak, although they’re considered one-and-a-half stories tall because the steep roof pitch cuts off a portion of the living space on the second story. Unless you raise the roof on your Cape Cod house to add a dormer, the interior rooms upstairs will lose some usable living space to the sloped ceilings.

Underlayment is required by building code, so any roof installed without it is technically against code. The underlayment acts as the second layer of defense against water, so installing a roof without underlayment means a much higher risk of roof leaks. You’ll have the best chance of avoiding roof leaks if you install drip edge flashing covered by underlayment, and then install your roofing material over that.
