"I hired Bosque Cleaning Service to do yard maintenance and clean up. There was a good amount of work to be done, including removing weeds, leaves, and some various other trash. Yes, you can put new mulch over old mulch, since it’s decomposable. The only reason you should remove old mulch before laying new mulch would be to maintain a certain aesthetic. 

The right depth depends on your intended use for the area. For instance, pea gravel for walkways and patios typically only needs to be about 2 to 3 inches deep. However, driveways and other areas with heavier loads may require 4 to 6 inches for better stability.

Topsoil should go down first. If the topsoil is next to your house, make sure the grade slopes away from the house to keep water from pooling against your foundation and possibly leaking into your basement or crawl space.
