Yes, you can DIY either core or liquid aeration for your lawn. You can use a manual core aerator or rent an automatic one. Just be sure to mark off yard obstacles like sprinkler heads before you start. Liquid aeration is easier—just hook up a garden pump sprayer, although some are able to be attached to a hose. While liquid aeration is not as laborious as core aeration, you will need to focus on an even distribution of the solution across your entire lawn for it to be effective. Of course, if you are unsure about doing both, call a pro.

You can try that, but it isn't likely to yield results. It's like watering potted plants without putting the seeds in. Most of the tossed grass seeds sit on top of the soil or existing grass blades and never germinate. The seeds need to make it into the soil, just like growing a potted plant. The best way to accomplish this is to aerate your lawn first, then overseed.

First, make sure you’re watering your grass early in the morning (and keep in mind you don’t have to water every day). Doing this helps ensure the water is able to soak in before the hot temps evaporate all of the water. Also, when you mow, don’t mow your grass as short as you would in non-drought conditions. Taller grass can help slow down the rate at which soil dries out. Finally, take your leftover lawn clippings and spread them out across the lawn to give it a little extra shade and nutrients.

If it’s been a few weeks and you haven’t seen anything pop up, double-check your seed packet and make sure you didn’t miss any steps. Did they need cold stratification (putting seeds in the freezer and then transferring to water before planting)? Do they have an exceptionally long germination period? 

 If you’ve followed all of the directions closely, you may just have had a bad batch of seeds. (Sadly, it happens.)

While you may see some germination by simply tossing a handful of new seeds on a lawn, you'll have more success by following the proper reseeding or overseeding process step-by-step. Without properly tilling, mowing, amending the soil, and watering your lawn, the new seed could blow away or simply fail to take root.
