"Henry repaired both corners on both sets of stairs on my property he made it match the original design and also fixed the bottom of the steps. He fixed my landing making it more comfortable to get in and out of my home and also painted the entire steps after pressure washing everything. There would need to be nothing on the other side of the wall for it to be considered a fence, but in that case, it wouldn’t retain anything and would cease to be a retaining wall.
