While it’s best to avoid exterior painting when it’s raining, you can still paint inside when the weather is wet. As long as the humidity and temperature inside your house are moderate enough to allow paint to dry properly and your room is properly ventilated, it’s perfectly fine to tackle an indoor painting project even if it’s raining cats and dogs outside.

If your cedar fence is new, don’t delay. Unlike treated pine, you don’t need to wait months for the wood to dry out for it to accept stain. With cedar, the sooner, the better. Seal cedar within two weeks of installation to prevent the sun from fading its red color.

It typically takes three to five days to stain a fence, though most of that time is spent—literally—watching paint dry. The main issue is that you can’t stain a wet fence because the stain won’t sink into the porous grain of the wood. That means you’ll need to wait 24 hours to stain your fence after you wash it and 12 to 24 hours between each coat. Most people spend about an hour staining per 10 to 20 linear feet. 

You can apply stain over peeling stain, but it’s not a good idea. Your old stain will get in the way of your new stain bonding to the wood, so you’re likely going to see the same issue again shortly after application. Your best option is to sand off the old stain and clean the surface thoroughly before applying new stain.
