For the most part, peel-and-stick wallpaper doesn't damage walls. However, there may be some cases when damage does occur. For example, if you try to rip the paper off the wall, you may pull away some paint at the same time.

The walls can also be damaged if they aren't prepared properly before you add the wallpaper. For example, if the coat of paint is too fresh when you put the wallpaper on the walls, it can peel away as you remove the paper. 

To layer wallpaper over wallpaper, inspect your existing wallpaper for problem areas. Damaged wallpaper should not be covered. Because paneling has a textured, uneven surface with grooves and peel-and-stick wallpaper has weaker adhesive than traditional wallpaper, you’d need to do a significant amount of prep work to get the wallpaper to lay flat and adhere properly. Peel-and-stick wallpaper works best on painted or primed drywall without a textured finish.

Walls should be as smooth as possible before applying peel-and-stick wallpaper. Although you technically can apply wallpaper on textured walls, the peel-and-stick variety won’t last long without a clean, smooth surface for the adhesive to stick to. If you have textured walls, consult a pro about removing the textured finish before moving forward with wallpaper.
