Another primary issue appeared to be that the job appeared more than what the contractor could handle and beyond his capabilities; however, he was recommended by a HomeAdvisor customer service rep as a capable service provider. The contractor under-performed, but provided an acceptable resolution by resigning from the job at a cost that was less than the agreed upon price. Payment had to be negotiated down because the work he completed was only a fraction of the scope that we had communicated to him was to be done. The root cause in understanding appears to be contractor did not speak or understand fluent English."
