The good news is that, because of its shorter lifespan, peel-and-stick wallpaper is a great choice for people who enjoy switching up their interiors more frequently.

If you can already see the texture of the existing wallpaper through the layer of paint, then the texture could also come through the new layer of wallpaper. If that’s the aesthetic you want, then proceed. But if you want a smoother surface, you should either strip off the existing paint and wallpaper or hang a layer of liner paper before proceeding.

You can paint over wallpaper, but it’s not usually recommended, especially if the wallpaper underneath is textured or dirty. If you do decide to paint your wallpaper, make sure it’s in good condition and clean it very well. Make sure all corners and edges of wallpaper are glued down before you paint, as well.

Most experts would not recommend hanging wallpaper over existing wallpaper more than twice. Unless you like bubbling paint and peeling wallpaper as an interior design choice, it’s better to remove at least one existing layer before adding any more to a wall.
