Tech was finally able to open in spite of serious mud wasp nests "gluing" the window shut. Did a good job attempting to knock them out. Unfortunately, he claimed the cranks were good, did not need replacing, but I an unable to close the window. May try Home Depot if I can replace with a handyman, or be forced to buy a new window....sigh"
