Another thing that happens is that some workers don't understand what the work entails, so they will quote you a low price thinking the work wont be that bad, and when they actually start getting to work, thats when they see what the real work entails, and they realize that they quoted you a low price, so they stop in the middle of the work, leave it unfinished, or ask for more money to finish.
