"The installation was ok with the exception of the wiring entry point into my garage. The pvc pipe was installed half way up the wall. Cosmetically, it does not look well at all. The entry should have been kept low to the ground. The installation was done in early winter so the lawn reconditioning was scheduled ti be done in the spring. However, I paid for services last year. I have called tri- country several times to finish my yard. I must hire someone else to level the mounds and fill in the low spots because I recently had back surgery. I have already purchased the dirt, which was additional expense. Other potential customers need know how this company treat its customers. I will be doing a BBB complaint also."

Yes, to build a retaining wall, a permit is required. Similarly, any repairs or modifications to an existing retaining wall require permits. If the planned wall measures higher than 4 feet, most municipalities require designs and permits come through a licensed engineer. In some locations, if the wall is shorter than 4 feet, a permit may not be required. For the requirements in your area, contact your local government.

A retaining wall can only function as a fence if it’s high enough on all sides to prevent someone from accidentally falling into the pool. However, most retaining walls retain dirt, which means their purpose is not related to safety. There would need to be nothing on the other side of the wall for it to be considered a fence, but in that case, it wouldn’t retain anything and would cease to be a retaining wall.

You can go taller, but you may need additional footings and reinforcements, including a second layer of railroad ties to support the added weight of the soil it’s holding back.
