Yes, zip flashing tape will stick to concrete. It also adheres to metal, PVC, glass, masonry blocks, and wood. Just make sure to keep sheathing at least ½ inch away from the concrete and use a backer rod to fill the space between the two. If you don’t have zip flashing tape, try any sealant with a backer rod or professional masking tape. 

A 4-inch-thick concrete slab can support around 4,000 pounds per square foot if a contractor reinforces the slab with rebar, while that same slab without reinforcements will support closer to 1,000 pounds. Test your concrete every two years to gauge how it responds to absorbing water or if it fully repels it for longer than 20 seconds.
