You can apply waterproofing over paint, but you won't get as much protection as you would if you painted the surface with a waterproof paint from the get-go. Not all waterproofing methods are compatible with painted surfaces, and they may not adhere well. This is especially true if the paint is glossy, old, or flaking. Waterproofing sealers are primarily meant to be applied to porous surfaces, like concrete, wood, or brick. 

Using a wire brush, forcefully scrub the surface to remove paint from metal. You’ll want to remove any lingering rust, too. For larger areas with caked-on rust, you may need to use a wire brush drill attachment. If the paint still won’t budge, apply a chemical paint stripper to the area and scrape off the paint, after following the paint stripper’s instructions.

You can paint over cracked paint, but only if you properly sand down the damaged areas. Once the surface is as smooth as you can get it, clean the walls and let them dry before applying a new coat of paint. To remove paint from brick with vinegar, you can use the vinegar in much the same way you would paint stripper. However, vinegar needs significantly more time to soak into the paint. Apply the vinegar with a spray bottle, let it soak in, then scrub the paint's surface.
