If you have an unheated garage and don’t plan on installing insulation that could get wet and harbor mold, the ceiling doesn't need a vapor barrier.

Each insulation type has its own R-value, so you’ll want to weigh the pros and cons of your materials when deciding which one will give you the best value. Energy.gov recommends you choose a pipe wrap that’s at least one inch thick. The International Code Council (ICC) suggests choosing a pipe material with an R-value of at least 3.

Garage doors that are not insulated can be a major source of heat loss. That’s why it’s essential to winterize your garage door with insulation and weather stripping to prevent heat loss and keep it warm more easily. Consult a local garage door installer if you need help determining the cause of your garage losing heat.

As long as your existing insulation isn’t compromised, you can add new insulation directly over them. Inspect your insulation thoroughly and make any minor repairs. Then, add new insulation on top of it. You must be completely certain that there is no contamination or mold growth before doing so. That said, when unsure, consider removing old insulation and lay down fresh ones.
