If you can already see the texture of the existing wallpaper through the layer of paint, then the texture could also come through the new layer of wallpaper. If that’s the aesthetic you want, then proceed. But if you want a smoother surface, you should either strip off the existing paint and wallpaper or hang a layer of liner paper before proceeding.

It depends on the construction of your wall. Most handypeople can fix small holes in drywall. If your wall is plaster or brick, more significant damage may require a drywall contractor or a mason. Paintable wallpaper has a coating that prevents this from happening, so using latex paints without applying an oil-based primer to seal things first is fine.

You can paint over wallpaper, but it’s not usually recommended, especially if the wallpaper underneath is textured or dirty. If you do decide to paint your wallpaper, make sure it’s in good condition and clean it very well. Make sure all corners and edges of wallpaper are glued down before you paint, as well.

You may end up with extra wallpaper once your project is finished. Hang on to that wallpaper, as you may need to use it to patch up areas that get damaged later on. If you have a lot of excess wallpaper, try getting creative with it. You can use it to line the inside of a cabinet or drawers, for example.
