Your peel-and-stick wallpaper can fall off for multiple reasons, including high humidity levels, extreme temperature changes, poor installation, and even the wall surface. Most experts would not recommend hanging wallpaper over existing wallpaper more than twice. Even if the walls are in good condition and primed well, that third layer of wallpaper could cause problems with adhesion. Unless you like bubbling paint and peeling wallpaper as an interior design choice, it’s better to remove at least one existing layer before adding any more to a wall.

The two most common reasons wallpaper does not stick are a lack of preparation and improper adhesive. Be sure to use the wallpaper paste designed for the type of paper you choose. Before beginning your project, make sure the walls are clean and free of dust, grease, and oils.

While you could conceivably select any paint finish, paintable wallpaper tends to look its best with a flat or eggshell finish. A higher gloss paint might make the texture pop more, but it can look a bit dated once the paint has dried. And don’t worry about whether a water-based latex paint will loosen the wallpaper. Paintable wallpaper has a coating that prevents this from happening, so using latex paints without applying an oil-based primer to seal things first is fine.
