"The room was completed on schedule but they did not complete all of the work the were supposed to do. The bathroom was completed but they installed a piece of the wall covering with a large chip in it and installed the bathroom stool incorrectly that caused it to leak. I contacted Rick many times via text and he responded that he would call to set up a time to correct my problems. He never called me back or tried to contact me."

Yes, all basement floors crack in response to the natural settlement of the soil around them and from concrete shrinkage as it cures, and you’ll see hairline cracks as a result. Yes, you can put too much rebar in concrete. Too much reinforcement can cause strain in the concrete, leading to cracking. Air pockets can also form in the gaps between rebar when concrete fails to fill the space properly. Yes, you can pour new concrete over old concrete, but you need to apply a concrete bonding agent to the existing concrete to ensure the new concrete sticks. If the concrete has heaved, settled, or cracked, pouring new concrete on top won’t address any root structural problems. Removing the existing concrete and rebuilding will be your best solution in that case.
