Peel-and-stick wallpaper isn’t the best choice to cover wood paneling. Because paneling has a textured, uneven surface with grooves and peel-and-stick wallpaper has weaker adhesive than traditional wallpaper, you’d need to do a significant amount of prep work to get the wallpaper to lay flat and adhere properly. Most experts would not recommend hanging wallpaper over existing wallpaper more than twice. Even if the walls are in good condition and primed well, that third layer of wallpaper could cause problems with adhesion. Unless you like bubbling paint and peeling wallpaper as an interior design choice, it’s better to remove at least one existing layer before adding any more to a wall.

Wallpaper costs depend on several factors, such as the type, who's installing it, and how much you need. Usually, peel-and-stick wallpaper costs less than more permanent options. If you DIY, you can also expect your costs to be lower compared to working with a professional. The average cost to install wallpaper is $560, but total costs can range from $175 to $1,500.

While it is possible to paint over wallpaper, it’s not always ideal. If the wallpaper is firmly adhered, has no bubbling or peeling, and isn’t textured, you can try to prime and paint over it. Use an oil-based primer to prevent the adhesive from bleeding through. However, if the paper is damaged or loose, removal is the better long-term solution.
