While power washing isn't a requirement before you stain a fence, it can make the job much easier and faster while reducing manual labor requirements. The stain will not work if the wood is full of dirt and dust, so power washing, sometimes called pressure washing, is a fast and effective way to prepare the wood for staining. Remember that you need to stain or repaint relatively soon after the wood has dried so that there isn’t time for dust and dirt to build up again.
You shouldn't paint a metal fence. Painting doesn't necessarily damage a corrugated metal fence, but these types of fences are meant to flex, and paint can easily chip and break off. Latex paints can address this issue, but those tend not to be very weather-resistant. Certain paints can trap moisture in the corrugation, which can rust the metal and lead to corrosion. And finally, if you paint a copper fence, it won't patina, which is one of the main reasons people buy copper.
Pressure-treated wood can not only be painted and stained, but it should be; doing so will help to prevent surface or deck board cracking. Allow the wood to dry out before painting it, as pressure-treated wood from the hardware store takes longer to dry than kiln-dried lumber. If water beads on the surface, it needs additional time to dry—in fact, it can take weeks or even months to fully dry. You should inspect the area regularly for rust, clean it with a wire brush, repaint it every few years, and apply a protective sealant to prevent corrosion.
