No, you cannot plant a tree above a gas line. Tree roots grow and spread over time and can sometimes dent, crack, or penetrate a gas line. Those same roots may also cause accessibility problems for maintenance or repairs. You can generally plant vegetation with non-invasive root systems, low-growing vegetation, and flower beds near gas lines. 

It will take you anywhere from 15 minutes to two hours per tree stump to grind and remove the stump from the ground. The larger the size, the longer it will take to remove the stump. Also, keep in mind that rocky soil may require local excavation services to loosen up large boulders before you can begin to remove the tree stump.

Using a drill to bore holes in the stump's center speeds up the process, whatever method you use. If you don’t have a drill, you can still chainsaw or chisel the stump to make it hollow; it will just take more elbow grease and time. Steer clear of burning the stump to hollow it if you can’t drill some holes in it first. Otherwise, getting it to light, stay lit, and burn right through will be a challenge.

Aim to have your trees inspected and pruned in early spring. At this point in the year, tree service professionals can note where there is old growth from winter and cut that back to encourage new growth for the rest of the year. Pruning at the wrong time of the year could make your trees prone to diseases.

For the most part, homeowners don’t need permission to cut down a tree on their own private property. But there are some exceptions. If the tree is very large, very old, or protected for any reason (it’s a heritage species, for example), then you may need a permit in order to cut it down.
