It helps with moisture retention and weed control but doesn’t break down and release nutrients like organic mulch. Wood mulch decomposes slowly, which can help it last longer than leaf or straw mulch, but it won’t provide as many nutrients as quickly as the faster decomposing types.

Before you begin landscaping with rocks, put down a weed barrier or landscape fabric to prevent pesky weeds from poking through. 

Topsoil should go down first. If the topsoil is next to your house, make sure the grade slopes away from the house to keep water from pooling against your foundation and possibly leaking into your basement or crawl space. Don’t cover your decorative landscape mulch with topsoil as that defeats the purpose of laying down the mulch. If you’re trying to create a certain soil composition to improve plant growth, you’ll likely want compost mixed into the topsoil instead of mulch. Over time, any decorative wood mulch will simply decompose under the topsoil.

Depending on the size of the river rock and the density of your soil, add woven landscape fabric or sand under river rock. The extra layer will ensure your river rock sits evenly and doesn't create puddles or uneven areas throughout the design. In some cases, nothing is necessary beneath river rock, but be sure to speak with a landscaper to keep your landscaping looking sharp.
