Yes, you should screw your flange to the subfloor, including cement. The best way to get this done is to predrill holes into the concrete using a hammer drill and a ¼-inch concrete bit. Be careful when you’re ready to bolt your flange down, as you can accidentally crack it. You can avoid this issue by not installing the screws too deep. Or, you can opt for a flange with a stainless steel ring so you don’t have to worry about cracking the plastic.

Thicker concrete is less likely to crack due to extreme weather changes. Some contractors will just use the existing foundation as a footing for temporary Lally columns, while some circumstances demand that the expert install a new footing. You might need a local structural engineer to weigh in on which is best for your project.

You can use soil and gravel instead of concrete when setting fence posts. However, concrete is more durable and longer lasting, so it's worth considering if you want your fence to withstand the test of time. You should especially consider concrete if you live in a region that experiences severe weather, which can damage your fence.
