To layer wallpaper over wallpaper, inspect your existing wallpaper for problem areas. Damaged wallpaper should not be covered. If it’s okay to proceed, prep by turning off the electricity and removing any outlet and switch covers. Dust your walls and lightly rinse them to prevent the existing paper from peeling. Peel-and-stick wallpaper isn’t the best choice to cover wood paneling. Because paneling has a textured, uneven surface with grooves and peel-and-stick wallpaper has weaker adhesive than traditional wallpaper, you’d need to do a significant amount of prep work to get the wallpaper to lay flat and adhere properly. Peel-and-stick wallpaper works best on painted or primed drywall without a textured finish.

Most experts would not recommend hanging wallpaper over existing wallpaper more than twice. Even if the walls are in good condition and primed well, that third layer of wallpaper could cause problems with adhesion. Unless you like bubbling paint and peeling wallpaper as an interior design choice, it’s better to remove at least one existing layer before adding any more to a wall.
