This was the result of a measuring error, not a conscious decision. Workers knew they made a mistake but completed the work and presented their invoice without mentioning the error. The problem was only discovered when I went to look at the work with the technician before they left. initially, they claimed it was what their boss told them to do but after a call to there boss they admitted their mistake and apologized."
