"The technician looked to see if the outside exhaust vent was blocked and took off the small metal access panel covering the burner. Then demonstrated how to reignite the burner which worked for a few minutes and then snuffed out. He explained that this 12 year old heater could possibly be repaired with a new $500 electronic controller. He asked if I would like a replacement estimate which I did. The estimate was about $3000 for a gas water heater installed. I asked about an electric water heater which would cost about $1200 installed plus the addition on a new circuit not included.  I thanked the technician for his time and called another referred service. The other service came the next day and worked on the water heater for an hour charging $90. They left the cover off the burner to keep the burner from going out.  They reassured me this was perfectly safe. The heater has been working since then - May 6th about 2 weeks. Of course I hope this fix lasts as long as possible but if not I have some decisions to make.
