Weaver assured us that the job would be completed in 2-3 weeks from commencement. (It wasn't) Thus began the most frustrating and problematic contractor experience I have ever faced. The actual job took 3 months, during which time we could not let our children play out on the deckunsupervised for safety reasons. Eventually, I bought sections of railing from Home Depot and lashed them to the deck posts so that we could have partial use of the deck. GETTING A WRITTEN SCHEDULE COMMITMENT WOULD HAVE BEEN WISE, BUT I DOUBT THAT WEAVER WOULD HAVE AGREED TO THIS. The work quality was shoddy. Weaver's employees were lacking in skills and equipment. They did not possess a masonry drill or bits for attachment to the brick walls, and had to borrow mine. Weaver called me one day and asked me to go to Lowes to buy lag bolts, as he had sent his guys over without any. They did not even possess tape measures--they would scavenge scrap lumber and mark it to length for rail sections. The rail sections were often tool long or too short, and hd to be remade. If the sections were too long, the guys would beat them into place, damaging the expensive composite posts, which I later had to replace. The job was performed piecemeal, with no activity for 1-2 weeks at a time. During this time, Weaver required that I pay additional fees in the form of 'Change Orders' to replace miscut sections. He also charged me $200 extra for the gates to latch--the original order was for locking gates. At one point, Weaver asked me to build a template out of wood for one rail section, as his guys could not get the angle and length correct. Even then, the installed piece was an inch too short, and I had to pack it out with caulk. At one point, when the job was about 75% complete, Weaver called one morning to say that the final fence sections were to be delivered that day, and he required final payment before he would install them. By then, we were exasperated with this project, but felt we had no options--he already had our $3000 down payment and a couple hundred $ in change order payments. I left a check for $800 under the front mat when I went to work. When I came home, sections of the railing were still missing, but the check was gone. It was taken to our bank and cashed that day. When I called himon it, he said that the sections were in fact delivered, but they didn't fit, so he took them away. He still felt that he was entitled to be paid in full. It was about 3 weeks later before the job was finally finished. NEVER MAKE FINAL PAYMENT BEFORE THE WORK IS SATISFACTORILY COMPLETED. However, I am sure that if I had not paid this guy, the railing would have not have ever been finished, and we would have been stuck trying to find another contractor to match the railing design. The work quality is very poor--some of the worst welding work I have seen. People who know what good welding seams should look like comment on the bubbly, lumpy wads of welding material. And the railing is rusting. I have had to touch-up paint it twice already, and it is less than a year old. The best thing I can say about this job is that it's behind us, and that maybe we can save others from the aggravation of dealing with Evans Weaver and his company. He asked whether deer were a problem in our neighborhood (they are), and I showed him an sketch I had made for putting up a frame with some netting to keep them out. It turns out he's worked on several different designs for just this sort of thing, and after discussion I ended up asking for a welded frame to fit each box, with removable metal-mesh panels. When they came to install them, I couldn't believe how perfectly they fit the boxes, and how easy they are to deal with (see pictures). Randy and his crew are careful, hard-working, easy to communicate with, and willing to take on additional tasks.
