The estimate was over a grand cheeper then other roofing contractors. Which included aditional painting. Opening up the roof to connect bathroom exaust fan and restore passive ventilation lost by additions added to structural by other contractors."

Use an oil-based primer to prevent the adhesive from bleeding through. However, if the paper is damaged or loose, removal is the better long-term solution.
