It depends on whether you’re looking at residential or commercial buildings. For residential buildings, the 2018 International Residential Code asks for a maximum riser (or rise) height of 7 3/4 inches and a minimum tread depth (or run) of 10 inches.

For fixed stairs in commercial buildings, OSHA requires a rise between 6 and 7.5 inches, with a run between 10 and 14 inches. The standards are different for spiral staircases.

If you're only working with a gravel pad, and there is no concrete foundation, you might be able to upgrade to a concrete slab, but you’d have to speak with a professional concrete expert to confirm and get pricing. If you have a concrete foundation or cement block walls around the area where you want to build flooring, you might be able to pour a new concrete floor over the existing one to forgo repairs. Again, speak with a concrete expert or foundation company to see if this is an option.

If you don’t put gravel under concrete, the concrete can crack, sink, bow, or crumble. Even the concrete forming process will not go as smoothly if you are working directly on the soil or bare bedrock. The lack of a proper gravel layer can also lead to drainage issues below your slab, leading to water issues throughout your lawn and around your foundation.

About 6 inches between the edges of each stone in the sequence is common. Rather than sticking to 6 inches, some people measure the length of the entire path and adjust the space between stepping stones a couple of inches wider or narrower than 6 inches to make sure the entire path fits the length perfectly without having to cut a paver at either end. Concrete steps need concrete footings, which is a type of foundation. They are made of concrete with rebar reinforcement poured into a trench. The footings support the stairs, spread the vertical load, and prevent the steps from sinking. Footings need to be below the maximum depth that the ground freezes, typically at least 42 inches in depth.
