Epoxy paint is a popular option for concrete due to its durability and stain resistance. You can also use masonry paint, which adheres well to concrete. Acrylic paints are more affordable but not as durable. Concrete stain is another option, which is more durable than paint and won’t peel over time. 

Priming over old exterior paint is fine if the original paint is not cracked, chipped, and peeling. When that is the case, you need to scrape it off and sand first. While no-VOC paints don’t contain the chemical compounds that are toxic when they’re outgassed, they can still have an odor. This is because odors can come from other chemicals in the paint that aren’t classified as VOCs. Again, ventilation is key, especially if you plan to sleep in the room on the same day as you paint.
