While paint drying smoothly on a wall is ideal, a can full of dry paint is not. To open a can of dry paint, you’ll need a tool with a sharp edge, such as a utility knife or a box cutter. Painting over dirty, wet, or improperly prepared surfaces leads to air or moisture getting stuck under the paint layer. Using the wrong tools, applying paint too thickly, or working in extreme temperatures and humidity can also cause bubbling. In some cases, incompatible layers of old and new paint types, like latex over oil-based, create tension, leading to blisters and bubbles.

When choosing paint for stucco, it's recommended to use a high-quality exterior paint specifically formulated for masonry or stucco surfaces. Look for paints labeled as "masonry paint," "stucco paint," or "concrete paint." These paints are designed to adhere well to stucco surfaces and provide durability and weather resistance. 

Opt for paints with good breathability to allow moisture to escape and prevent potential issues with trapped moisture. You may also want to consider paints with UV resistance to protect the stucco from fading or discoloration due to sun exposure.

Most primers should dry for 24 hours before painting over them, but some primers that are marketed as quick-drying may be paintable sooner. Check the manufacturer’s instructions on your primer to find out how long you should let it dry before painting.
