If you can already see the texture of the existing wallpaper through the layer of paint, then the texture could also come through the new layer of wallpaper. If that’s the aesthetic you want, then proceed. But if you want a smoother surface, you should either strip off the existing paint and wallpaper or hang a layer of liner paper before proceeding.

We don’t recommend wallpapering over older paper. That’s because creating layers of glue can invite bubbling or excess moisture on the wall’s surface. You should also prime your wall before applying wallpaper and smooth the wall as much as you can, and another layer of wallpaper complicates this process.

The average cost to remove wood paneling is $2,800, but total costs may be higher or lower depending on the size of the room, your location, and the amount of prep work required. Once the paneling is gone, you may have additional costs depending on the condition of the wall beneath.

Because poison ivy and similar plants can cause potentially life-threatening allergic reactions depending on your sensitivity, it's best to hire a professional to remove it. Hiring a local lawn care service or other professional also increases your chances of successful eradication so that you don't have to deal with the issue again several months down the road.
