You can tell if your toilet fill valve is full by removing the lid and taking a look. When you flush the toilet, the float is at the bottom of the tank, the water empties, and the fill valve opens. The float rises to the top as the tank fills again with water. To do this, use a mirror to look under the rim and scrub them with a toothbrush or a small wire to clear any debris stuck in the holes. You can also watch for leaks, make sure the internal components are in good shape, and replace them if necessary.

Small clogs will eventually break down, but only if the clog is made up of toilet paper or waste and this can take time. If you don’t have another bathroom, it's best to fix a clogged toilet with what you have available. Solid objects flushed down the drain, however, require manual removal.

Your toilet will still flush if the septic tank is full, but it might flush more slowly. It may make gurgling sounds as the wastewater slowly drains through the pipes. You may also notice the toilet clogs up more frequently when the septic tank is full, although this can also be a sign of other plumbing issues, like a clog in the pipes.
