There is no way to cut drywall without making dust, but you can reduce the amount of dust and especially the dangerous airborne particles by using manual cutting tools. Using a utility knife to score and snap your drywall will minimize dust production, and a jab saw for cutting cutouts for boxes and fixtures will generate almost no airborne dust. Even if you use these methods, you should still wear a respirator and safety goggles to avoid damage to your lungs and eyes.

In most cases, no, you won’t need a permit to replace drywall. If you’re changing the floorplan of your home by adding or removing walls during the drywall project, then you might need a permit, but replacement or repairs usually doesn’t require a permit. Your drywall professional should be able to confirm whether or not a permit is required for your project. If it is, it’s likely to add between $50 and $150 to your total cost. Which style of corner bead you choose—whether metal or paper-faced—depends on your preference and if you’re comfortable using metal-cutting tools and a hammer. We’d say for most cases, it’s better to use metal bead but if you’re not comfortable working with metal, paper-faced bead will work just fine. 

You should do a little bit of sanding between adding coats of mud. Knock down any ridges or significantly imperfect areas through sanding, which should help you apply the next coat of mud smoothly. If your first coat of mud is pretty smooth after it dries, a quick sanding is all you’ll need. Don’t forget to wipe away any dust after each sanding process.

Whether you can reuse a drywall anchor or not depends on the type. Plastic expansion anchors and plastic self-drilling anchors, which expand once screwed into the wall, are single-use only. You can't straighten and reuse them after removing them from the wall.

Metal toggle bolts can be reused, provided you can successfully remove the toggle from behind the wall. Once you remove the bolt, the toggle often falls down and can be difficult to retrieve without removing the drywall.
