He told me how to correctly turn on and off each breaker to each area in the panel box and just that clarification did the trick (I obviously was not doing it correctly before). This generator was installed on the side of a house.  The window had to be replaced to allow for the generator to be placed in this location.  The window was made to not open per code.
We installed this 14kW generator to power the whole house.  We used load shed modules to be able to save the customer money by using a smaller generator than would have been needed if we didn't use the load shed modules.
