You can use pressure-treated wood for a horizontal fence, but you’ll need to purchase a thicker and higher-quality variety to ensure it doesn’t sag or warp after you install it. Use #2 pine grade lumber and boards and thicker dimensional lumber, such as a two-by-six. You’ll also need to use stainless steel or hot-dipped galvanized fasteners, as the chemicals in the treated lumber will cause regular galvanized fasteners to rust. 

Of all the fencing options, the cheapest type is a repurposed pallet fence because it’s made of used materials that are easy to find for free. But if you’re not interested in the DIY game, customize a covered chain link fence or a plain wood fence to provide the best privacy possible.

Home insurance policies may cover fencing repair and replacement costs if the damage is caused by covered causes of loss, such as a storm, fire, or vandalism. However, natural wear and tear and damage caused by owner negligence and insufficient maintenance are not covered. The same goes for damage caused by improper installation.

In most cases, you will need a building permit to put up a vinyl fence, especially if the fence is sitting on or close to your property line. You can ask your local building department or  fence installation company if your fence project will require a permit. If so, you can expect it to cost between $20 and $60. Your fence installer should pull the permit for you. Building without a permit could eventually require you to pay again to remove the fence and reinstall it after getting the job approved.

Vinyl and chicken wire are both highly affordable materials for a DIY garden fence. Vinyl fences can cost as little as $15 per linear foot (perhaps less if you're installing it yourself). Chicken wire fences can cost as little as $2 per linear foot. Chicken wire is obviously more affordable, but if privacy is important to you, vinyl is the best option.
