Yes, you can pour a concrete slab on dirt, but only if you follow specific requirements. A wooden frame is a must, and the soil layer used for the base must be wet enough, thick enough, and compact enough to support the weight of the concrete slab. Consult with a concrete contractor to ensure you have the base you need.

Ideally, your concrete should set slightly above ground at an angle sloping away from the fence post. This will add extra support and allow water to run away from the wood fence post. Keeping water out will help prevent wood rot. Additionally, you can add soil on top of the concrete for a seamless finish. 

Concrete can crack from general wear, improper installation, or in response to uneven support from the soil underneath. Small, thin cracks on the surface of aging concrete are often a result of normal wear and tear, while cracks on new concrete likely indicate a problem with installation.
