Once the divot is about 1/8 inch thick, drive the chisel hard into the center of the line to complete the cut without using a saw.

Yes, you can use a Dremel to cut pavers, but you’ll need a masonry cut-off wheel and a Dremel that accepts a 3 1/2-inch cutting wheel.
