The first two days nothing happened and each day was a different over the top excuse as to why he couldn't work. On the 3rd day I told him that I was very unhappy and this job had to get moving and he told me that he had locked his keys in his van and was waiting for a locksmith and when he got in his van he couldn't find the keys so he had to get his van re-keyed. Around 3:30 that afternoon he brought in a worker for about an hour and a half who started the demo job (remove carpet, tack strips and molding). This of course was to put us off and buy himself more time. Each day he kept saying he was going to go pick up the wood but no wood ever showed up.
The 4th day he and his worker showed up around 1:00 and his worker finished demo until about 5:00. He told us he was going to pick up the wood AGAIN and we still have seen no wood.
We started catching on that this was a scam and on the 5th day, we called him and put the heat on. He showed up that day around 3:30 in the afternoon and dropped off ONE BUNDLE of wood (I assume to make us think he was going to do the job). He told us a story that all of our wood was in one of his worker's vans that was a habitual traffic offender and that the worker had a traffic violation and was arrested and the van was impounded with our wood with no way for him to retrieve the wood since the van was not his. He would have to go through a police process by getting the case number, proving ownership of the wood, etc. He said he was going to borrow money from a local businessman who I will keep out of this review and that with that man's money he would go buy the wood for us. He had the worker lay out the wood in one of our rooms and told him NOT to nail it in. The worker was questioning this and even said that this wasn't right, when you install a floor you don't lay it all out first, you nail it down a row at a time, but that hye was following his directions. My bet is he was going to come back in and take back that wood since it wasn't nailed down (he had given us a key box so he could come and go as we weren't moved in yet).
The next day (6th day on the job) we talked to him via phone and he said that he was unable to use the man's credit card when he tried to go pay for the wood and that he was waiting for the business man to drive to the floor retailer and get the wood. He did not come in to work this day. We told him that he had until noon on the seventh day (next day) to show up with all of our wood bundles that we paid for or we would seek alternative action and of course the 7th day came around and no wood.
On the 7th day he showed up around 11:30 and had yet more excuses to TRY and buy himself time. He said he was going to and quot;workand quot; inside the house until the businessman could take a break from his tattoo parlor and go buy the wood for him. He brought the worker with him and the worker pulled me aside and told me that there was no wood, he said and quot;you are nice people.and quot; I was very thankful for that. There was never going to be wood. The worker told Mike he was uncomfortable and did not want to work this job and Mike was yelling at him and saying, and quot;shut up you work for me and I'm paying you.and quot; You could tell this worker knew what was really happening and was not comfortable with the situation.
We called the police to get a third party involved to find out what we can do about our wood situation and they ran his info and he had two outstanding warrants, one for not appearing in court and one for theft, and he was arrested. His arrest had nothing to do with our wood floor situation as this will have to be dealt with in court but we were not shocked that he had a criminal record. I highly doubt we will ever see or hear from him again.
We are out $4300 - he needed $2800 up front about 2 weeks prior to this job to and quot;get us on the calendarand quot; and we changed the scope and added $1500 of work and paid him that on the first day of the job.
If you google and quot;Mike Hortonand quot; you will see a citywide search thread that has several people that have been stiffed by Mike Horton dating back to 2011 stating that he takes your money up front and either doesn't show up to finish work or disappears after a while. There are also identical posts on other review sites. There are also a couple of ads on craigslist that warn you about him but you have to google his name not the business name since that changes.
This is not a one time scam, this is a pattern. My hope is that people see this BEFORE becoming his next victim and hopefully the courts will be able to stop him. He has taken THOUSANDS of dollars from people with this ongoing scam that has been going on for years.
UPDATE: I just talked to someone else who was scammed by Mike and guess what...the story about the hardwoods being impounded in his worker's van is the same story he gave this guy back in October!!!! This man was taken for $1900 and Mike took the money and never showed back up and told him he was trying to get the wood but that it had been impounded. They have also verified that many of the flooring companies refuse to sell to Mike Horton because he owes them money. This man has to be stopped. We hired Paramount Siding and Windows in March of 2015 to install 7 windows, a front door, and new siding. The job also included installing insulation board under the siding. We spoke to three Angies-list contractors, but we felt most comfortable with Brandon O’Leary, the company president, and his ability to listen, make sense of what we wanted, and investigate different ways to keep the project reasonably priced.
To his credit Brandon consistently took responsibility for mishaps and seemed interested in and committed to providing a great product. But too many mishaps, miscommunications, and frustrations dominated this project. Unless you can personally act as project supervisor and remain on site during installation work, I would not recommend this outfit.
Twice before this project commenced I was told that window installation would be the first facet addressed. Following instructions, I removed all appropriate window blinds and hardware. The job commenced on June 10 and it was supposed to be a 2-3 week job. By early July I was still waiting for the new windows to be completed. Two of the windows were damaged, two more of the windows had to be redone after the original installation. I had to call these issues to Paramount’s attention.
Why did I feel I had to act as an on site supervisor for Paramount?
On June 10, the day the project started Jon, company operations manager informed 3 separate crews who appeared at my house: “ You are all adults, work together…and DO NOT touch the Bellyband” (a ten inch strip of 2”thick cedar that separates the second floor from the first floor on the exterior of the house). One hour later an employee cut and removed a 10 foot section of the bellyband. Also, within three hours one of the crew leaders used an 8” sawzaw and cut around my electrical box, cutting though my den wall and nicking a wire. My TV control chip was fried and we were without TV for 3 weeks. Work was stopped and Paramount called in an electrician to review the situation and schedule repairs for the end of the next day.
In addition, on the afternoon of June 10, my wife discovered a discarded copy of the contract in the street in front of our home. This document included our credit card information with all details. By that evening we realized no fewer than four employees had been given our “secure” information and we felt compelled to cancel the credit card that evening.
After seeing multiple crew configurations over the next 7 work days, I asked Jon who would be the lead installer at our home. The inconsistency among crews was leading to multiple delays, lost tools and materials, and too little oversight. He informed me Jason would be the crew leader for the rest of the job. The next day Jason and his laborer worked. That was the last day we saw crew leader Jason.
We were not unhappy with Dwayne, the crew leader that replaced Jason. Dwayne Cardoza proved conscientious, hardworking, skilled and quick to communicate any changes in plans. But the job dragged on and on because the men were short on materials and often had to run to Home Depot or other suppliers. Dwayne’s crew was 2-3 young men, between 16-19 years old and when the crew lacked anything, only Dwayne could drive to pick up materials so work stopped. Dwayne’s workers were respectful, intelligent, and hardworking. They didn’t have the experience of seasoned builders so I worried that more damage to my home or injury to the crew was likely to occur if I did not act as another set of eyes on project.
I want to note here that most of the more than 14 Paramount employees were friendly, helpful, caring, and decent people who seemed consistently eager to perform good work. Paramount just didn't seem to have enough skilled workers for each phase of the project.
The door that arrived for installation at the end of June was incompatible with the existing frame. Apparently Jon the manager had either measured incorrectly or ordered the wrong door. I was also informed at the time that my security door wasn’t compatible with the ordered door. I informed the installers that I ordered the door on the condition that I could retain my security door and wouldn’t accept anything that didn’t look good and function correctly. Jon tried to convince his installers—via telephone-- to make several quick fixes on the door despite the fact that the threshold would extend 2” further out than it should have. The installer looked embarrassed when he explained the “fixes.” I said get the right door. One month later (July 31) another door arrived. Jon had also missed that fact that my existing door handle and lock holes were lower than those of the new door. Instead of sending this 2nd door back I agreed to move my keypad bolt lock to the back door. Brandon agreed to pay for the locksmith for re-keying the new front bolt lock to match the security door lock.
We were pleased with the paint job done by Better Finishes #1 (Jorge Andrade) who was subcontracted by Brandon. Quality work, Jorge.
On 9/22 the job was completed. Our 2-3 week job became a 2-3 month job. Granted, additional work was done—removing blackboard and replacing it with plywood—and we were out of town for part of the time when the second door was ready for installation (maybe a week). But the innumerable delays, mis-measurements by the company operations manager, the careless blunders by Paramount workers, and the sub-par estimates of required materials made this a difficult experience for us.
Finally, I learned in September (from a friend I referred to Paramount in April) that she was offered money by Paramount to write a review for Angie’s list. She informed the Paramount employee (either Karen or Katherine) that she could not write a positive review. (She gave me permission to include this in this review.) Not surprisingly, I was not asked to write a review.
