His bid was not the lowest, but he quoted better quality paint (as rated by Consumer Reports) and more layers of work -- power-washing with TSP, then a primer coat using Kilz, then two coats of paint. They removed a wall, completely removed and replaced the cabinets, installed all appliances and replaced the floors throughout the first floor. The work was done professionally and quickly.
