Yes, hot tubs are meant to be kept on permanently. It takes more energy to ramp up a hot tub when you turn it on, so leaving it on all the time is more efficient for your hot tub. Your hot tub should be drained of existing water, cleaned, and refilled every three to four months at a minimum.
