Yes, using water when drilling concrete can help keep dust from clogging the hole and prevent your drill bit from wearing out, although you don’t need to spray water on the concrete while drilling. Water can also lubricate the bit and help keep it cool since drilling into concrete can generate a lot of friction and heat. 

You should put gravel that is 3/4 to 1 inch under a concrete slab. However, depending on the project, local building codes may dictate the proper gravel size and shape.
