No, paver removal isn't needed to redo polymeric sand in a walkway or patio. Sand can be packed into existing joints as long as you're not dealing with intrusive tree roots or other severe paver problems that require you to pry up your pavers.

Regular maintenance, such as filling cracks, reapplying sealer, and ensuring that water does not erode the base material, can help extend the lifespan of your driveway. Gravel driveways should be regraded to fill in uneven areas every year or two, depending on how frequently it is needed.

You can put pavers over concrete following a similar procedure as above, but there are a few additional risks you need to be aware of—like stability, drainage, and the patio’s thickness. Once you lay a paver patio over concrete, it will be nearly impossible to treat any issues that your concrete may face, like cracks or water pooling. So while you may save some time and money on concrete removal and site prep, it may cost you more in the long run.
