While there are some sealants designed to be spray-painted over asbestos to encapsulate it, you still want to make sure it’s a specifically designed product for this purpose—not just run-of-the-mill spray paint. Furthermore, be sure you aren’t inadvertently spraying the asbestos fibers around when you take on this project, and as always, be sure to wear the proper protective gear, including a P-100-rated respirator and a disposable body suit, so as not to inadvertently breathe in or spread asbestos fibers.

if you install new siding on top of old asbestos siding, you may keep the fibers trapped, but it would not necessarily be considered encapsulation. To do so properly requires a professional, who uses a certain type of sealant that needs to be spread over the asbestos in a number of layers in order to trap all the fibers. Although you may be able to buy this sealant yourself, it is highly advised that, once you find asbestos, you call a pro immediately. 

While it's possible to cover asbestos tile with carpet, it's not recommended. Encapsulating tile beneath carpet doesn't eliminate the health risks. Over time, the asbestos tiles could degrade, releasing fibers into the air and potentially contaminating the carpet. Disturbance during carpet installation or removal might also release fibers.

Currently, there is no federal licensing mandate for asbestos removal contractors. However, certain cities and states require certification and specialized training. For example, in New York, those handling asbestos must receive an Asbestos Handler Certification. The mandates dictating the necessary training or certifications vary based on state and local laws.

Since DIY asbestos removal isn’t the best option to save money, there are other steps that you can take to help cut costs when dealing with this project. After speaking with your asbestos removal expert, discuss if encapsulation is an option. If it is, you can save between 15% to 25% on overall project costs over demolition and disposal. In addition, when speaking with your professional, discuss if there are any tax credits available for your removal project. Finally, check with your homeowner’s insurance to see if any removal costs might be covered. However, be aware that this is usually only applicable if the asbestos is due to a covered incident, like a tree falling into your roof.
